Hello
I'm a novice SQL and PL/SQL programmer. I have never used any tool beside SQL*PLUS and I feel I will never be able to improve my skill if I don't start using a real development environment, I just don't know which one. I need something good, relatively easy to laern, and with some resources (documentation, books) available.

It depends on what you want to do.
I used SQL*Plus for 20 years and almost never used other tools and I think I improved my skills all along these years.

I even think that you can't improve your skills (at least DBA ones) if you start using GUI tools and not SQL*Plus.

A tool is just that: a tool. It is not something that will make you better; it is something that can help you do your job better, provided you already know how to do it.
Considering that, the 'big ones' are all good. Try SQL Developer for a while; it's free and you can get an idea of working with a GUI-based tool.
