For destination only
Not for destination and target

i.e when i made replication at oracle 9i database
when i insert record at the target it will be inserted at the destination
and when i insert record at the destination it will be inserted at the target
i need it one way only

There are many ways to replicate in Oracle, the more appropriate one for your case depends on what kind of replication, what are the detailed specifications...

So explain your needs with more details.

i need to make one way replication
when i make change in the master database the slave one changed
this is what i need

and second i try to make replication to full user but failed to do that
can you help me?

Explain IN DETAILS.
- Do you want to replicate one table or one schema (which also mean other stuff than tables)?
- Are databases already linked or not?
- Do you want synchronous or asynchronous replicate?
- How often do you want the replication occurs?
- How many rows are created/updated/deleted?
- Do you want to replicate ALL operations or only INSERT?
- ... and thousand other questions
