When doing a full expdp, I am getting an ora-39127 error. Unexpected error from call to "LBACSYS"."LBAC_UTIL"."SCHEMA_INFO_EXP".

LBACSYS was not found. How do I reinstall it?

You say your on Oracle 11gR2. What patch level are you at? i.e. 11.2.0.x?

Also:

ORA-39127:  unexpected error from call to string string
Cause:	The exception was raised by the function invocation, a procedural action extension of export.
Action:	Record the accompanying messages and report this as a Data Pump internal error to customer support.

lbacsys is Oracle Label Security, which is licensed on top of Enterprise Edition. It shouldn't exist in a Standard Edition database. You probably need to go through the routine for de-installing it.
