Oracle 10G OEM tuning & diagnostics pack missing [message #65404]

Does anyone know from were I can get the oracle tuning pack and Diagnostics pack with Oracle 10G? It used to be shipped with oracle 9i and 8i and now I don't see it any were with 10G? is this a separate product or was something missed at the OEM install.

Can any one please help
