I'm using TOAD 8.5.x.x.

I can't find any manual or reference about SQL Formatting Options of Toad on Menu, View > Formatting Options.

Can anyone tell me what those options mean? especially,
Formatter Options > General Layout > Tabs Options

What the "Input Tabs" and "Output Tabs" mean?
How can I check their effects?

Changing "Formatting options " will modify the way code gets formatted when you press <Ctrl + Shift + F> (or, right-click and choose Formatting tools - format code) in the SQL Editor.

Tabs? I believe it is quite self-explanatory ... it specifies how many consecutive spaces a TAB will replace.

Generally speaking, there's nothing special about Formatting options (in my opinion). Unless I didn't get your question correctly.
