Oracle version 9.0 on windows XP pro sp2


following database made on home pc for testing.

database name is t1


made entrties in initt1.ora
SERVICE_NAMES=t1.best.com
INSTANCE_NAME=t1

OracleOra9iTNSListener service also running

but seems not working... when try to login gives error tns not register


connect user1/user1 @t1

What are listener.ora and tnsnames.ora?
